Cathy Yan is set to direct the next film with Margot Robbie’s Harley Quinn. The script was written by Christina Hodson who will be replacing Joss Whedon on the Batgirl project. With Warner Bros. not giving direct details as to what movie will be coming next, there are rumors floating about that Suicide Squad 2 is being pushed right out of 2018 for production.
The upcoming film is being called the “untitled Harley Quinn girl gang movie” as of right now and there are talks that it is an all female suicide squad type film. It seems that it will be a take on Birds of Prey, although there is no confirmation of the sort from Warner Bros. Yan is an up and coming writer who has done well in the Sundance Film Festival and would be expanding on DC’s females directing superhero films, following the return of Patty Jenkins for Wonder Woman 2.
This also brings to attention that Suicide Squad 2 is most likely being pushed back until after this film due to the introduction of Batgirl in the works. They are taking one from Marvel and using a continuing story line throughout films it seems. Justin Kroll (Variety Reporter) took to his Twitter to make an announcement about the possibility of the film being pushed back to go with BOP first.
As for SUICIDE SQUAD 2, clearly moving out of 2018 shoot. The move to go with BOP not only had a lot to do with Hodson's script but also the idea of doing with BATGIRL what Marvel did with Black Panther in CIVIL WAR by introducing them into universe before giving them own film

Even with his announcement, it still isn’t set on if the studio is going with Birds of Prey or Gotham City Sirens – but what we do know is that Yan and Robbie are going to bring us one heck of a chilling film with their talents on board. There is also reports that Sirens may have been put on hold leaving Birds of Prey wide open for the filming, but we will have to wait and see.
